Elk City Police arrested a man recently after he was found with illegal drugs, drug paraphernalia, and a loaded gun in a grocery story.

According to the probable cause affidavit, ECPD were dispatched to store on West 3rd street on April 2 to a report of a shoplifter. When officers arrived they were informed that the subject, later identified as being 47-year-old Charles Harold Waggoner of Elk City, had entered a grocery store located in the same shopping complex.

When officers approached Waggoner, he was arrested and removed from the store without incident.

During a search of a backpack that the subject was wearing, police would find a loaded 9mm handgun, a 45 automatic colt pistol with a fully loaded magazine, two folding knives, two containers filled with what was later determined to be marijuana, a glass pipe with what was later determined to be methamphetamine, and a clear plastic bag that field tested positive to be methamphetamine.

Also found in the backpack were three wrist watches that were allegedly taken from the retail store.

The court document stated that a check of Waggoner’s criminal history indicated that he has prior felony convictions.

During the book-in process at the Elk City Jail, it was noted that Waggoner appeared to be under the influence of a controlled substance.

He was later charged in Beckham County with possession of firearms after a conviction, unlawful possession of drug paraphernalia, two counts of possession of a controlled dangerous substance, carrying a firearm while under the influence, and petit larceny.

Bond for Waggoner was set at $20,000.
